A label has an information and alert value. It signals that equipment should not be activated. But it does not physically prevent actuation.
It is therefore not equivalent to a padlock or a positive locking device.
Positive locking is based precisely on the physical impossibility of acting on the control or isolation device. A label alone is not a sufficient barrier in situations where locking is required.
